It's been at least a year or two since the combined efforts of Claire Redfield, Chris Redfield, and the remaining STARS team, Jill Valentine, Barry Burton, and Rebecca Chambers caused Umbrella's downfall. Even though the company had been destroyed, they knew that their employees wouldn't just... drop off the face of the planet. The group feared that they may try to re-establish Umbrella. But still, there was no sign of Claire anywhere. Chris hadn't heard from his little sister since the suspension of the STARS back in Raccoon City. He managed to get a hold of an old friend of hers from college... and he had told him that Claire had gone to Raccoon City...
Chris couldn't belive it. Claire had gone to Raccoon... to find him. Horrible thoughts had filled his mind after he heard, but he couldn't believe that Claire would have died in Raccoon. She had to be out there... somewhere. But where? The world was huge, and he couldn't do much while he and the others were still in hiding. Wesker was still out there... he knew it.
After her ordeal on Rockfort and Antartica, Claire returned to the United States. She needed to rest. She found a small apartment and lived there for a little while. She still hadn't found her brother, but she knew he was safe. And she knew that she had to find a way to protect him and the others... without being there. She would cause them more problems being with them. She managed to get a job with the government. After a year of training, she became a government Assassin, dealing with taking out extremely dangerous targets, and Umbrella employees that was suspected of working on viruses.
But she got something that wasn't in the deal. They found out about her exposure and infection of at least three known viruses, and decided to add to them. She became their first and only genetically enhanced human, given the name Crimson Angel. Crimson, because it is derived from her last name, Redfield... and Angel, because of the small mistake of two small white wings on her back. Claire never knew what they did to her.
Now, a new threat has exposed itself.
An unnamed company, which has employed none other than Albert Wesker.
While on a mission, Claire- AKA Crimson Angel, was confronted by Wesker. The man had 'improved' himself since Rockfort and Antartica, and Claire was badly hurt. Without her, without their best assassin, the government knew that this new corperation would hurry up with their research while she was out of comission. And even if she wasn't, they knew she needed help.

A 18 year old student can't own a gun, but may have some knowledge by reading books if they have an interest in it. And if they do come across a weapon, they can't weild anything higher than a handgun because of their lack of experience with a weapon.
