I think less people program overall. Not just kids and teenagers.
When the Commodore PET came out, mostly everyone that got one learned how to program. Now, it seems like even many "geeks" start college without ever having programmed a computer. Schools don't really focus on programming. They mostly focus on typing, Word, Powerpoint, Excel, and stuff like that.
When I was in 3rd grade, I got an old Apple IIc and taught myself how to program. I didn't make anything extremely amazing, but it was fun. I never really learned any programming in school.
For my senior year in HS, I signed up for a Visual Basic class, but it was cancelled! I took computer classes that year, but nothing like programming. We never really even learned much about HTML in my HS web design class. We just used Dreamweaver the whole time. It was a good class, but it would have been nice if we learned a bit of the HTML behind what we were making.
I think more high schools should offer programming classes. It doesn't have to be a required class, but it would be a great option for students.
