There are load times on every system, it depends on the game though, some games will take longer than others.
So would PS2, whats your point? Mine is, don't complain about something so unimportant, if your really that impatient to wait a few seconds you should lay off the coffee. 
My point is that a PSP should be good, because its like 250 bucks and you expect good out of it.
250? Thats alot to you? XD Have fun trying to pick up a next gen system or a new PC then. And PSP is great I don't see why load times even enter in the equation of a good system. Plus PSP is a handheld, you can only expect it to be as good as it's competitors, and it surpasses DS in alot of ways. Also I'm pretty sure DS was around 200 when it first came out. And they dont even give you a game, or a movie.
