Yes. Sony is using the same idea Microsoft used. They're selling two models of the Playstation three. One will be a premium system and the other will be a core system.

Memory cards: They're done with memory cards... kinda. Memory cards just won't be exclusive to the console. The PS3's "memory cards" will be Memory Stick/SD/Compact Flash inputs. Howeber, the Core PS3 will not even have support for those memory devices. Sure, you can still save games to the hard drive.... but what are you supposed to do if you want to play with your save file at a friend's house? You're out of luck if you have the Core PS3!
Controller: It has been announced that the PS3 controller will have a motion sensor, but no vibration function.
The vibration function was in the PS2 controller, so why not the PS3 controller? "vibration itself interferes with information detected by the sensor."
That's not the only reason though.

Price: Completely insane. Most people can't afford to spend so much money on a console. It's an especially bad move because the Xbox 360 is cheaper, plus the Wii is bound to be cheaper than both systems.
